WASHINGTON — Hundreds of members of Congress are permanently banned from visiting Russia, in retaliation for passing economic sanctions on the country after it invaded Ukraine in late February.

The list includes nearly 1,000 Americans, including President Joe Biden and Vice President Kamala Harris, along with celebrities such as actor Morgan Freeman, executives such as Microsoft President Brad Smith and government leaders such as Transportation Secretary Pete Buttigieg.

“We emphasize that the hostile actions taken by Washington, which boomerang against the United States itself, will continue to receive a proper rebuff,” the Russian Foreign Ministry said in a statement. “Russian counter-sanctions are forced and aimed at forcing the ruling American regime, which is trying to impose a neo-colonial ‘rules-based world order’ on the rest of the world, to change its behavior, recognizing new geopolitical realities.”

Congress cleared $40 billion in aid to Ukraine earlier this month, the second multi-billion-dollar package since the beginning of the war in late February.

Of the 963 people banned, more than 230 are Republican and Democratic members of Congress. Top congressional leaders also made the list, such as House Speaker Nancy Pelosi of California, Senate Majority Leader Chuck Schumer of New York and House Majority Whip Steny Hoyer of Maryland.

The Washington Post noted in a headline published last week that a “prominent name” was missing from the list:  “Russia bans 963 Americans, including Biden and Harris — but not Trump.”

The Post also wrote that Russia claimed Saturday “that the list was published in response to the ‘hostile actions taken by Washington’ during the invasion of Ukraine.”

In an opinion piece earlier this week by David Ignatius, who writes foreign affairs columns twice a week for the Post, said the sanctions list saddened him, “and not just because my name is on it.” He adds: “It’s a catalogue of hurt from a nation that seems ready to blame everybody but its leaders for its current troubles.”

He continued: “Reading so many names, you sense that Russia is deliberately burning nearly all its bridges to the United States. Russia’s ruling elite feels abused by American politicians, business leaders, journalists, judges, think tanks — nearly everyone, it seems.”

Ignatius also wrote:

“Some Americans might regard permanent exclusion from Russia as a treat, but I’m not one of them. I’ve visited the country a half-dozen times, starting in the early 1980s, and enjoyed every visit. I’ve talked for over four decades with Russian ambassadors, foreign ministers Middle East specialists and other officials. Quite apart from this journalistic work, I love Russian literature and music. The vodka isn’t bad, either.”

Those on the list in the 27 States Newsroom states include some lawmakers but not others. For example, Republican U.S. Marco Rubio of Florida is on the list of 963 people banned, but fellow Republican Sen. Rick Scott is not shown on the list.

The entire U.S. House delegation in Florida is on the list.
